9th Cabinet: Tackling challenges and building governance infrastructure

Supported by Masrour Barzani, the Ninth Cabinet demonstrates resilience, aligning with Kurdish aspirations for development and reform across key sectors.

 

Since taking office as Prime Minister of the Kurdistan Regional Government (KRG), Masrour Barzani has faced numerous challenges. Observers highlight his success in overcoming these obstacles with notable resilience.

Sherwan Haidari, former KRG Justice Minister, told The Kurdish Globe, “The Kurdistan Region is enduring a severe economic conflict. The Federal Court’s decisions politically target the Kurdistan Region’s economic infrastructure, with regional states and legal authorities imposing restrictions. The constitution is interpreted differently, and the Kurdistan Region is not recognized as a federal region. Even with a new government in Baghdad and the Iraqi parliament’s approval of the ministerial program, issues for Kurdistan and its employees persist.”

“Despite these challenges, including the coronavirus pandemic and the drop in oil prices, the ninth KRG cabinet has demonstrated remarkable resilience. It has not only managed to stand strong but is also embarking on major strategic projects and laying the groundwork for future developments,” he added.

Sagvan Sendi, a member of the Iraqi Parliament, told The Kurdish Globe: “The ninth KRG cabinet resembles Singapore’s early reconstruction efforts. This cabinet emerged as the first post the October 16, 2017, crisis, during which the Federal Government of Iraq attempted to reoccupy the Kurdistan Region using military force.”

Sendi added: “The Ninth KRG Cabinet’s program is based on political agreements and outlines the plans and perspectives of all participants. Implementing this program is a collective responsibility of all members of this cabinet. The first point of this program involves initiating reforms, which include addressing 13 areas of corruption eradication and enhancing transparency.”

Sendi additionally stated, “The Ninth Cabinet will implement a ‘zero-problem’ policy with the federal government, meaning it is ready to address and resolve all outstanding issues between the Kurdistan Region and the federal government. After the initial meeting of the Ninth Cabinet and six days after its formation, Prime Minister Masrour Barzani, leading a delegation from the Kurdistan Regional Government, visited Baghdad to resolve these outstanding issues.”

This alignment highlights that the cabinet’s support and success stem from the strong backing of the Kurdish people, ensuring protection in all circumstances. Moreover, the Ninth Cabinet is committed to meeting the people’s aspirations for development and reform across various sectors, working to enhance the overall capacity and determination of the Kurdish people in these areas,” Sendi remarked.

Sherwan Haidari highlights that significant progress has been made under Masrour Barzani’s leadership. Over the past five years, the ninth cabinet has driven radical changes across all sectors. Notable private sector investments in agriculture, livestock, and poultry have led to increased domestic production and exports to other Iraqi governorates and abroad, showcasing the cabinet’s impact on the economy.
