Unifying the Political Discourse and Protecting the Constitutional Guarantees

By Saadula Aqrawi

I believe that the Kurdish presence in Iraqi politics has been one of the most consequential dynamics shaping both federal governance and regional autonomy since 2003. The Kurdistan Region, with its constitutional guarantees and distinct political institutions, has made significant gains over past decades. Yet, the periodic discord among Kurdish political forces have often muted their influence in Baghdad, especially at critical junctures such as federal budget negotiations, oil and gas disputes, and constitutional interpretation. Unifying the Kurdish political discourse is not merely a political ideal, it is a strategic imperative to protect and advance the rights and interests of the Kurdistan Region within the Iraqi state. Of course the Kurdish parties have played a central role in Iraqi governance. Yet, despite this early cooperation, political disagreements between Kurdish factions have reemerged repeatedly, sometimes hampering coordinated policy approaches in Baghdad. These internal divisions often rooted in differing party interests, ideological tendencies, or leadership rivalries have reduced Kurdish leverage at the federal level. For instance, negotiations over oil export revenues, budget allocations, and the status of disputed territories require unified advocacy to achieve equitable outcomes.
Yes, in a political arena shaped by ethno-sectarian blocs and complex coalition politics, a fragmented Kurdish voice diminishes bargaining power. When Kurdish representatives present a united front, they command respect and attention from other Iraqi political forces, enabling more robust protection of Kurdish rights especially regarding budget shares, natural resource governance, and constitutional guarantees. The Iraqi Constitution offers important protections for the Kurdistan Region, including recognition of the Kurdistan Region’s political status, control over internal security forces (Peshmerga), and authority over local natural resources. However, ambiguities in constitutional interpretation have led to disputes, especially over oil exports and territorial jurisdiction. A unified Kurdish political discourse reinforces adherence to constitutional norms and reduces opportunities for other actors to exploit divisions.
Regional and international powers often influence intra Iraqi affairs. Whether it is competition among regional actors or shifting alliances in Baghdad, a unified Kurdish position enhances strategic clarity and resilience. Kurdish unity also sends a clear signal to international partners that the Kurdistan Region remains a stable, cooperative, and reliable political actor. The Kurdish role in Iraqi politics has the potential to shape not only the future of the Kurdistan Region but the broader federal system. However, the challenges of fragmentation and divergent political narratives have often diluted Kurdish influence at critical moments in Baghdad. Unifying the Kurdish political discourse is essential not as a symbolic aspiration, but as a strategic necessity to defend constitutional rights, secure economic stability, and amplify Kurdish participation in Iraq’s evolving political order.
I do believe that a unified Kurdish voice in Baghdad can ensure that the gains achieved over decades are preserved, advanced, and translated into tangible improvements for the people of the Kurdistan Region. Such unity demands political will, institutional innovation, and a shared commitment to the collective future of Kurds within the Iraqi state.
